After gigi posted that Phillips Rejuvenating Oil was her favorite product and posted an ingredients list, I formulated a recipe and posted. Now that I've started making my own magical potions and buying ingredients, I went and dug out the recipe. Here's what I posted earlier:
Here’s the deal with the Phillips Rejuvenating oil, if you want to save money on it and guarantee your supply: all the ingredients are readily available, and the ingredients list is in reverse order of percentage. So they gave you the recipe, now you can make it on your own.
The first oils on the list are carrier oils – although they may have beneficial properties, they also serve to dilute the more active or stronger ingredients. The last oils are fragrances, which may be very strong. You may need less, so I’d start with a little bit, keeping the balance of the fragrance the same.

You will notice that this last line shows you can make a liter for $21.76, with $14.80 worth of leftover materials that you can use in your kitchen or for other cosmetics.
I recommend keeping out a 2 oz quantity and storing the rest in the freezer for freshness.
