I have the same problem - lots of shorter hair that likes to do its own thing.

When I feel the need to control those frizzies, I use an aloe vera gel (without alcohol).  This holds the hair without being overly sticky or stiff.

There are a number of anti-frizz products on the market that I assume probably work as well, however most that I have looked at are primarily silicone based products which I find will dry out my hair and cause other problems.  But they might work for you, since you hair may be a bit less dry than mine.

The winter air really dries my hair out.  Static is a significant issue for me.  I have found the a little extra jojoba oil helps keep my hair from drying out, which in turn helps prevent the static.  The oils is used only on the length (below the ears), so the greasies don't take over. 

I have the same problem, all around my face. I look as if windblown all the time. I really hate that and always had. 
Just by chance I discovered that the  pantene-proV stuff that is for "refreshing hair without shampoo" controlled all my flyaway hair and I liked the result so much that i postponed washing my hair for two days. I don't ever remember my face without all that hair around except in the rarest of rare occasions I had been in a salon. But I will refrain from using it often, as I decided I, too, will grow my hair out. So better keep that for that special occasion.
