If you don't mind dishing out a little money, you could try Babyliss hair crimpers - they have a setting on there tht gives deep waves, and it looks very similar to Arwen's.
I have the same problem, my hair's very fine. Try using Garnier fructis moouse before styling your hair - brush it through whilst it's still damp, then style. Other ways of getting wavy hair are:
For large curls, I suggest "ragging" your hair. Curlers are great, but if you have hair Arwen's length, they become very tricky to put in properly (voice of experience there as I have very long hair).
"Ragging" is the process of winding sections of wet/damp hair around long strips of material. Once your hair dries, you unwind the material, and work on the curls. The tighter you wind, the tighter or smaller the curls will be. If you have thick sections, you'll proabably want to work with damp hair if you wish your hair to dry before the next turn of century.
Another option, and likely the one adopted on set, is the use to ceramic hair irons (straighteners.). The hair would have first been smoothed, Then strands wound around fingers and carefully set using the hair iron. Once curled, the strands would have been gently tugged out to give a natural, flowing effect. Very tricky to do without burning your fingers, ears, scalp and anything else you care to name.
If using any hair iron, always use on dry hair and never on wet or damp hair. That sizzling you hear when using on wet hair is the sound of your hair boiling. That's never a good thing.
For those of us with straight hair, there are heaps of curl encouragers and amplifiers. Few have dead straight hair and those products will enhance your natural wave. Be careful of using products on hair extensions. Synthetics need special products and naturals require very careful care.
There are ways of doing it, both dishing some money out, and without. Try them all, and good luck!! (Though be careful if you're doing it with the irons...it can hurt!!)
