i was wonderin would i have to wet/shampoo my hair then apply gel to it to make it look like this

OR WHAT DO I HAVE TO DO? I'VE BEEN TRYING TO GET MY HAIR LIKE THIS FOR YEARS

Welcome fashion 101-

Honestly I don't know. What type of hair do you currently have? Some people's hair does this kind of look very easily or with just dampening it and twirling.

I agree with gabi - we'd probably have to know what your hair is like first.

One thing though - you might want to try mousse instead of gel, since gel will takes longer to dry, and just end up limp.
